Password length limited to 20 charackters

Paypal still limits the password length to 20 chars, which prevents password strategies like this one:
https://xkcd.com/936/ (which, when combined with some other strats, is the securest pw you can get)
This is kind of inconvienient for non 2-way-authentication users.
And as mentioned in an older thread, limiting password length can be a sign of not using hashes to save passwords.

It is driving me crazy.
This is serious security issue.
I think I am moving away from paypal, because it does not apply minimum security standards. And It does not care about users opinions about security.
