Chargebacks for non delivery of item

I sold a Sony PSP on ebay, paid through Paypal.  It was shipping through the International Shipping Program (Ebay).  The package got to Kentucky, Ebay's Int'l Shipping program base.  They sent it to Jamaica.  The buyer didn't receive the PSP.  Now I called USPS and they said they couldn't do anything because Kentucky received the item.  I called Ebay and they said call Paypal.  I called Paypal and they refunded the buyer's credit card and charged it to me.  Now, in my view I am not libel for this item.  I don't have the PSP and I don't have the money.  I am moving my account to another money sending and receiving company.  Paypal should not have refunded the money without finding out what was going on.  They should have charged Ebay, and still could, if they want to keep my business.

If it was a ''chargeback'' as you said and not an item not received dispute then its done directly via the card issuer and they are the ones that make the decision.

 

If you met ALL the criteria of seller protection then paypal would reimburse you if you lost the chargeback, but as they did not then you end up paying plus the card issuers fee.
