where do i pay my smart connect bill

ever since the new layout i cant find the link to pay my smart connect bill its nowhere to be found

 Here is how to pay your PayPal Smart Connect bill from the new layout, click Buyer credit (under Money) and select Make Payment and continue to make the payment.
