Worst Customer Service - Unable to make a payment for Paypal Extras Mastercard

I would like to first start off by presenting the main problem with making a payment.

"You do not have sufficient balance to make a payment. Add Bank to continue payment."

A little bit of background about myself, I do web-development, Customer Service AND work for a competing credit card company.  I have done every bit of troubleshooting I can think of from trying multiple browsers, clearing cache, re-logging in, removing and re-adding bank accounts, nothing seems to work.  I called into the Customer Service line, the first representative I spoke with wouldn't even listen to me as in regards to what I was saying the trouble or the error, I then spoke to a supervisor whom eventually decided to connect me to some web-support group.  That representative informed me that they needed to escalate the trouble to a level 2 rep, which I agreed.  The tech in-fact, transferred me back into the queue to another representative who had no knowledge of what was going on or how to resolve it.  She was then going to transfer me to another representative that "specialized" with these matters.  I agreed, she tried to transfer me and the call dropped.  43 minutes on the phone accomplished nothing for myself.  I'm so fed up with the poor service I'm considering closing the account or cutting up the card and never using it again.  I have actively seeked help online (submitting tickets) to which I only obtained an automated response from and have yet to hear back from a real, live representative.  If it reaches the due date before this is resolved and I end up having to call in and incurring a charge to make a payment over the phone, I will not only be seeking restitution for this charge but I will also be posting all of my terrible experiences on social media such as Facebook, Twitter, Reddit, Tumblr, etc (you got a social media site that you can name and it'll be on there.)

Paypal should definitely be ashamed of how poor it's service has become.
