Shipping / tracking info not transfering to PayPal

When I started shipping from eBay all my shipping and tracking info would always transfer to PayPal - a few months ago it would occasionally fail to transfer amd lately it's become pretty common - what's happening? Why isn't shipping info transfering to my PayPal account when I purchase a shipping label?
