After countless emails with PayPal customer service and a very frustrating phone conversation (where the rep didn't even know about the return shipping refund service through Telus international!), I'm here to put it out there --- the service is not working! I have successfully used the service twice before, I've been trying all week and the website is not working. I cannot submit a claim. It keeps telling me I haven't activated the service (but I have!) and that I'm ineligible. When I try to re-activate, I'm told I haven't been invited. As a last resort I contacted Telus international and they tell me there's a problem with the Canadian website and that they've had many complaints this week but no one is helping us. Their advice was for me to contact PayPal customer service - which I can promise to never do again. The most time consuming and exasperating experience of my life. If anyone knows who to contact with this information, please let me know or feel free to pass this on. Thanks.

I just received a follow up response from Telus International ... They've figured it out. Here is the new link for the claim form! https://www.paypal-returns.com/hc/en-ca/requests/new

I've had the same frustrating experience. Unfortunately, the site they provided you (and gave me) does not work. This is a bad representation of PayPal, not just the company providing this service.

Ugh, that's so unfortunate. I actually just used it today and the link still worked on my end. I wish I could tell you who to contact. I eventually got a working link from Telus. Not PayPal. Keep trying. Ask them for a working link to the form. S
