PayPal is not a bank in every country so to enable the option to receive payments for a country can be a complex process. We may have to establish banking partners or setup specific agreements with a processing partner to ensure we can enable that functionality. Our business also has unique processing needs with the volume of payments that we handle and how we work with our processing partners to manage the data and accounting.
There are also many other factors including business risk, demand for the service in that country, country specific laws and regulations and others. This is a general explanation as we don't disclose the specific reasons for why our service or a specific feature is not available in a country. But I hope this gives you a better idea for the complexity involved with expanding our service.
