PayPal let me down

Out of the blue I got a call from PayPal. I got a confused message about why PayPal was calling. I asked if the account I was paying to was OK, and my understanding was that it was. I OK'd the transaction that appeared to come from Norton. The purchase was a Norton Service renewal. My service appeared to be renewed for two years + six months at the Norton renewal rate.
About 2 days later I discovered that my computer was now registered at an account with another email address, and this caused the Norton software to give me a warning. I couldn't fix it, and called Norton for help. They claimed that the product key I bought belonged to someone else with an unknown to me email address , and told me to enter this person's password. Obviously I didn't know the password. So I reverted to my old product key and the error message disappeared.
I phoned PayPal, and tried to report the scam. They said again payment was made to a legitimate organization, and that mine was the first complaint they had on this company. They gave me the company's email address, a yahoo account, and their name and telephone number. Since I had approved the payment they would not accept a claim from me, and did not accept that they were a party to the scam. Further, they were not going to take any action unless they got more claims. Nor would they advise me of any other future claims, claiming privacy issues. They recommended I get in touch with their payee.
The phone number they gave me was in India. I was not about to start communicating with any emails associated with this scam, nor was I about to phone India for the same reason.
I have no idea how many others have been scammed. I think PayPal's "ho-hum" attitude and response is unacceptable. PayPal, you really let me down.
