My Available Balance is not actually availabe...?

I recently joined PayPal and sold some items. I received (after fees) $909.05 into my pending balance. After waiting about a week, that money was moved to my available balance and I received an email stating that I could use my money. Exstatic, I went to WalMart.com to order myself a PS4, some controllers, etc. The total comes to around $730 after tax. However, PayPal won't allow the transaction to go through. After trying several times at several different merchants, I tried just buying something for $20. It went through and I received an order confirmation from WalMart. 15 minutes later it was cancelled because WalMart couldn't verify the payment and the money was refunded.

 

Upon calling PayPal I was told that this is a security measure.

 

This is retarded and should be fixed immediatly. I made a PayPal account and made this sale for the SOLE PURPOSE of making this purchase and now I can't. Twice now i've been told to wait until the next day for a 'refresh' but it hasn't done any good. Looks like I'll be transfering my balance out of my account and closing it if this is what I have to look forward to.

What other funding sources do you have linked to your paypal account?

 

Only if you ONLY have funds in your paypal account balance then you can't use them UNLESS you have a back up card linked to your paypal account as well.

IF this is true, than PayPal is in fact nothing more than a thief. If PayPal requies a member to have their account linked to a bank or card for its members to use funds in the PayPal account than PayPal should NEVER allow a payment to be deposited into PayPal, because that more or less is fraud and thats supossed to be something PayPal prevents...not commits.

 

The point is that themoney is the members, NOT PayPals and once funds hae been cleared they are legally the members to use as they see fit. They are buyers, not sellers and there is NO SECURITY RISK by using your own funds.
