Seriously I'm sick of your service. First of all, Paypal just suddenly said there was a problem with my account and I needed to resolve it before making any payment. I don't know what I did but okay, let's see what the problem is. And the so-called problem is that I need to link a bank account? Wow, I just linked a debit card to Paypal and have never disclosed any information about my bank account. I feel like I am forced to provide my bank account. And now I have to also confirm my address which I don't see the reason. You are just helping me to fill in the form when I make payment, the bank will check my address. Unnecessary and trouble-making.
And my paypal webpage just without any reason turned into Spanish. I tried to change the language preference but ended up not finding this function. Really? Please modify your smart programme and not try to change any of my preference just by my cookies, cache or whatever. All my information suggests that I live in the UK. And please change your modern looking webpage to a simple and clear one telling me where to change the language. It is ridiculous to have to search online for how to do this simple setting, and more ridiculous that there is no such feature.
So I want to send you an email or fill in a form, and the Contact link of your website (https://www.paypal.com/gb/webapps/helpcenter/webflow/sparta/webscrloginflow) just doesn't work ("This web page has a redirect loop"). Brillant. I thought a well functioning website was a basic for the largest online payment company. At least you should provide an enquiry email address.
So okay then I found out that there is a community forum. Oh I forgot that my account is restricted and I couldn't use the forum! Great! Using the community forum must be threatening to my account! Where am I supposed to ask question then if I have problems with my account? Now I have to create a new account to "ask the community".
It is very frustating to use your service. I am now stuck and couldn't do my laundry which stupidly only accepts Paypal. I now have to wear the same underwear for a week. I would rather fill in my card number and address every time than using Paypal. Terrible.

As you said this is a community forum for user to user help, not paypal customer services.
I could go through it point by point explaining why legally paypal have to get you to add your bank account and confirm your address but i don't think you really want to know do you.

I had made payments through paypal prior to that. If it is so they shouldn't have let me pay in the first place. Plus they shouldn't tell me to "resolve" this "problem" because the responsibility is theirs to explain to me what information I should provide. I didn't see any hints of that when I signed up.
And I came here because I couldn't find any customer service, not because I'm lazy. Thanks for your reply anyway, better than those staff.

Click on the words "Contact" at the bottom of your paypal account summary > phone is best.
OR have you considered contacting Customer Service via Facebook or Twitter?
