How do I report a bug in Paypal reporting - QIF format missing transactions

How can I report a bug to paypal in their reporting applications? I tried calling customer care they have NO CLUE how to report it.
When exporting history in QIF format, it skips over all transactions that are done via eChecks or are partial transactions/refunds etc. When you open the raw WIF file in notepad you can see all the entries and you'll the transactions missing there.
How can this be fixed?

Here is anohter item it doesn't report in the QIF file, foreign current transactions (payment made or received in foreign currency which are then converted to local currency).
for the LIFE of me I can't figure out why the developers would exclude these transactions from the QIF file and keep them in teh CSV file.
Another one, temporary holds placed by Payal (either on debit cards or on payments recevied).

Is anyone going to answer my question here from Paypal or is this just a joke?
I found 2 more types, cross border currency conversions and bank transfers are also not recorded on the QIF file.

QIF export has been like this as long as I've been here - 2005 at least, probably earlier.
You need to use the CSV export instead, which you can convert using some third-party tools. It takes several extra annoying steps, I'm afraid. Really, QIF should be removed if it's not fixed. I used it for several months before realizing how messed up my accounting was.

I've written a tool that converts thw CSV transactions into the exact format at Paypal QIF, but that only works with the new paypal website, no the old one.
However that aside, I just with they' provide QIf support, it isn't that hard to fix. Teh important part is to split the transaction into fees so that it can be accounted for properly. That functionality is missing in the current old paypal CSV files.
