all topics say that i need go to profile then i will find easily " upgrade your account "
but i don't have like this .. i just have close account !
no any option to upgrade

Thats because as you can't receive payments in your country (only send them) it would be pointless you having a business account wouldn't it.
The option to 'receive' paypal payments is sadly not available in your country.
You can only 'send' payments for purchases.
Click on the link below and select the country you want from the drop down list for options available in that country.
