'Your Account Has Been Restored' Email

I recently received an email from PayPal saying that my account has been restored and my identity verified. I see no limitations on my account, but my account was never limited in the first place, and if it was, I didn't know about it. This is the first I've heard of my account being 'restored'. What's going on?

UPDATE: this can be closed. It turns out it was just PayPal performing a routine check that I didn't know about, and I jumped to conclusions. Apologies for all this!
