Won't let me log into account to pay the negative balance. No one answering the phone.

I haven't been able to get into my paypal account for months, and I think it is because of a negative balance. But essentially, I fill in my log in and get this (email blacked out for privacy):
I tried clicking "Having trouble logging in?" And gave my email.
It has been doing this for MONTHS.
I've emailed and never received help. I've gone through the automated "solutions" none of which help me. I've called several times. Every time I get put on hold indefinitely, and every time I've held on for more than an hour before I just eventually quit because I had things I needed to do and take care of. Today, I've been on hold for almost FOUR HOURS, just waiting to talk to somebody. I have not spoken to a single person since I started the call. No one will help me.
I left a message on the comments of Paypal's facebook page, and in the private messages.
Their advice?
"Thank you for reaching out to us. I'm sorry to hear that you're unable to log in to the account and for the hold times. In order to assist you better, I request you to call our Customer Service. I'm sorry that you are waiting for your call to be answered. Our customer service is continuously resolving issues for our customers. I would appreciate you to wait until the call gets through. You can find the contact number from https://paypal.com >on the bottom left corner, click on Help and Contact >Contact Customer Service >Call us> Call us as guest. Thank you!"
Despite the fact that he both acknowledged that I'm currently on hold, having called that exact number (I did send screenshots!) his advice is to keep waiting (thus wasting my time)... and to... call... the number.
I'm at a loss.
Paypal, I'm literally trying to give you money so that you'll close my account. It is extremely frustrating that I can't talk to anybody, and that no one will help me and hasn't for months.
What can I do just to get this whole situation over with? I'm frankly very upset at this point. My time has been wasted. I've got things I've needed to do and have been putting off because of this issue.
Does ANYONE have a solution or know a human being from Paypal that I could talk to in order to get this resolved? I never want to work with Paypal again after this.

UPDATE!
4 HOURS and 2 seconds into the wait time, I got hung up on!
This is ridiculous. I am so disappointed.

Man, if this has been going on for months, that account is likely been suspended or closed and the debt, moved to collections. It's Sunday so call on Monday, early, west coast time and use the PayPal Guest option since you are locked out. If you call under your account, you may be directed to the collections agency and not PayPal.
Contact customer service for assistance:
Click HELP at the top menu, scroll down to click CONTACT US, and then scroll down to click CALL US and select the PAYPAL GUEST option since you are locked out of that account.
Call early, during business hours, west coast time. Say "Live Agent" to the automated recording.

I've called before on a Thursday and waited two and half hours before the call just shut off.
Still, I'll try your advice on Monday and come back with the results...

Yeah, I would sometimes it's nightmare trying to get a hold of a human but sometimes, I'd read reports of people calling several times and get a human each time with I guess a decent wait time or someone would get great customer service, smooth as ice and get to speak a human right away. So it's a cr@p shoot, really.
