People can't donate to my and i cant make any payments.

I don't know why but i can't make any movements in my account, i thought it was maybe my credit card, but i changed my card and it didn't resolve anything. 
It says "The recipient is unable to receive money" it happens every time someone tryes to donate me or every time i try to make anything money related on my paypal, im a starting streamer, so i need to have a paypal account that works, thanks for the help.
