Hi, when ever I try and login in to my paypal it says i have to wrong password. But when i try and either recover my password or change it. It says that my email is not recognized even though i know i confirmed it
You need to contact customer services to resolve any account specific issues. Click help / contact bottom left of Paypal pages for options available for your country.

@Hope19, @kernowlass is probably right about that. If you are not able to log into your account, you will probably need to contact PayPal customer service. If your email is not being recognized, that may indicate that your PayPal account has been locked or sent to collections.
