Paypal forcing week passwords ? NSA policy enforcement or country location ?

My CURRENT password, which was reset this year, contains one of these character on the nd of the list " +=?><.,/] "
I tried to resetting my password, But I'm told cannot use a charter currently in use " +=?><.,/] " , the list is reduced to " Your password can only include letters, numbers and these characters: !@#$%^&*(). "
Anyone else experiencing this?

Can someone from PayPal please explain why we are forced to use weak passwords? Like.... do you want people's accounts to be breached more often, or is there some stupid shareholder **bleep** preventing PayPal from logically providing a secure password criteria?
Just seems like a bad joke that's all. Unhappy.
