You can only add a bank account OR attempt to confirm it with the 4 digit code x3 times, after that its blocked.
You could try phoning customer services and requesting that they add it for you but as you may not be able to use the code option they may require you to upload a copy of your bank account to prove ownership instead.
Click on the words "Help / Contact" at the bottom of paypals pages and use the phone option in the blue band at the top OR very bottom of page dependent on what country you are in. Scroll down past the list of help questions and click on 'Call us' bottom of that page. Log in and get the code.
