I want to create a 2nd account but I don't have a phone number for the country

I'm a British Citizen who lives in Israel. I regularly need to send money to the UK but as my account is based in Israel, I end up paying fees in exchange rates.

As I cannot connect my British bank account or credit card to this account, I need to open a new one based in the UK. 

However, I don't have a British phone number (there is no option for free text for the dial code & there are limited options on the drop down menu which does include some foreign countries but not Israel)

Is there a way to open a PayPal account without a phone number? Also, I believe that 1 phone number cannot be used for 2 accounts, especially private accounts.

Any suggestions/help?

Paypal is country specific so if you move countries you have to open another paypal account in the country you reside in and add an address / phone number / bank accounts / cards from within that country.

Have you considered xoom if they are friends/family payments?
