i got a mail after confirming bank account

"Confirming a card lifts your PayPal withdrawal limit, but because your account is restricted you cannot make withdrawals at this time. You can continue to send money."

why and what should i do

You would have to ask customer services why.

But you can still send but not receive or withdraw funds at the moment it appears for whatever reason.

You need to contact customer services to resolve any limitation or account issues.
Click help / contact bottom left of Paypal pages for options available for your country.
