PayPal accounts are country specific so it's best to wait until you are settled in your new country of residence before opening a PayPal account which should be the last thing you do. ie. Open your new local bank account, switch addresses on your cards, get your new phone number set up and running, stuff like that.
If you did all that and ready to go, visit this page and click the country you are now residing in and open an account:
https://www.paypal.com/webapps/mpp/country-worldwide
If you already opened an account under correct country, then go into your account settings (gear icon) and enter your info specific to the country you're living in now.
