paypal redirection to the dashboard page

whenever i click on tools and go to business setup, i get redirected to the dashboard page

Click the More menu. Business Set Up is there also.

And what is PayPal doing to the business Summary page once one logs on? Tools menu is gone. My business account looks like a personal account. lol Had to click the gear icon to get to the business layout of the menu.
