cannot find/access secure message center

I have messages from paypal but I do not have any notifications of such, nor does it give me the option to go to the message center from the notifications bell. i had the option the other day but i upgraded my account to business and now cannot find the message center through any path i have taken. What am i missing, or is there a glitch?

I called pp and they said they are aware that this is happening, as several others have reported this issue as well, and they are working to fix it.

Still a problem in iOS regardless of which browser used. Bell icon shows 3 secure messages but follow links & none are shown. Sent email complaining - get email reply telling me to access secure messages!

4/20/2018 and this is still an issue??? Igot an email via gmail saying PP sent me a reply in secure msg center but the center is NOWHERE TO BE FOUND.
