Won't allow me to add bank account

I am trying to add a bank account so I can use Pay After Delivery and I keep getting an error message saying: ' Sorry can' add card at this moment' or 'We can't confirm if this is u' I was told to call up to add it and there is no one available to take my call. Does anyone know if PAD only works with a confirmed bank account or can it work with card too as I've tried to use it on a website I've used it on before and not given the option to use PAD when paying with PayPal?

It only works with a confirmed bank account and not a debit card.

2. 

Its not always available as its dependent on paypals cashflow as they are basically giving you a free 14 days interest free loan.

It gives you no more buyer protection, just a bit longer to pay in which time your item 'may' have arrived.
