VPN? using PayPal with a Virtual Private Network

I just now got the message below. I was using Wikipedia, their pop-up asked for a donation, so I did.
But I also got the message below when I went to PayPal. I few weeks ago I started using a VPN for general privacy, protection and avoiding spam and issues. I wonder if the message was A) real, or B) caused by how they route the connection? Hmm.

The use of a VPN is against PayPal's terms of service so it may have caused you to get a message like this. If we do need information from you or for you to confirm details, you will see this request when logging into your PayPal account. I recommend visiting the Resolution Centre when you log in.
