Hello! I try to upgrade my "Personal Account" to "Business Account". I go to "https://developer.paypal.com/developer/accountStatus/…", click "Upgrade" (https://paypal.com/uk/cgi-bin/webscr?cmd=_business-upgrade-info…) and I get "Oops, looks like you took a wrong turn."
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
