Unable to "Enable Payouts"

Hi all,

When trying to enable payouts on my developer account so I can process payouts to my sites vendors, I am presented with this: 

After no form, or anything I click on the Contact Us button, which just sends me to https://www.paypal.com/cgi-bin/webscr?cmd=_contact-phone which redirects me to https://www.paypal.com/de/smarthelp/home

I have a paypal business account which the API is working on my site, allowing customers to purchase products from vendors that are available on my site, but I am unable to pay my vendors due to not being able to enable payouts.

Logs from site read out:

I have sent a message to paypal support and recieved nothing back. So a very un-useful journey, does anyone have any help or guidance?

I am in the exact same boat. I can't enable the payouts. No one will help me and I have vendors waiting for payment. Have you gotten any help with this yet? 

No one answers the phone and the chat people say they can't help me. I don't know what to do.
