Trouble logging in

Im having trouble in logging my account, if I try to log on, it says "Can't confirm if its you". What can I do about this?

Do you have a mobile (not landline) phone issued in your country and registered in just your name verified on your Paypal account?
Paypal are using mobile phones for i.d requirements for logging in and withdrawal funds for extra security measures.

Yes, it tried to verify it on my mobile however, otp was sent to me a bit later than the expected and by that I can't access my account ever since.
