I can't receive the text message to add a bank account either.
I did receive them in the past, but now that I've switched banks, I can't use PayPal anymore. I tried via customer support and I've sent them a picture of my new card and my ID, but no response.
After some Google searching, apparently the problem is that my mobile phone provider blocked the text messages. I have called my provider about this 10 times and still they don't know how to fix it. It's driving me crazy. So right now I'm just topping up my balance before every purchase. It's a sollution in the meantime..
