Stuck in "restraint access" mode !?

Is there anybody to "really" help here please ?
I called and wrote many times, but nothing seems to work.
I'm a non US citizen who opened a business american Paypal account a few years ago (when I was living in the US).
Everything worked fine for years, until very recently, when Paypal changed the rules of the game.
I have now to send proof of my american Social Security number, which I do not have (of course) being a non US citizen.
Since then my Paypal account is in "restraint access" mode (cannot have access to my money, transfer or buy anything)
2 weeks now.
Can anybody help please ?

PayPal's accounts are country specific. If you're no longer living in the US and unable to provide the proper documents for US verification, I recommend creating a PayPal account associated with the country you reside in. I apologize if this causes an inconvenience.

It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
