I have reset my password, got a message agreeing that I have successfully reset, but then the above response appears.

Why is this? I cannot get into my Paypal account.
Well, once or twice I did, but then the next click led me to a site for new Paypal customers (which I am not), and when I tried to leave THAT site, the above sorry remark appears again.
What is going on?

Do you have a mobile (not landline) phone issued in your country and registered in just your name verified on your Paypal account?
Paypal are using mobile phones for i.d requirements for logging in and withdrawal funds for extra security measures.
Advice is voluntary.
