Recovering an old account with 2-factor login

So I have an old PayPal account I used to use fairly frequently. I recently stopped using it as of last year, and had to make a new account after getting a new phone number. I forgot to turn off two-factor login and change the phone number on the account before I switched, hence, me having to make an entirely new account. But now I have money that was sent to the old one, that I can't access, and neither can the company that sent it. I can't login without the old phone number, and there are no other options when selecting "having trouble logging in". Customer service has not helped and only gotten me to reset my password, to no avail, since that is not the issue. I also have not been able to get to them through messaging, or calling, since then. Any help would be amazing, thank you!
