Pls Urgent help Need to send money asap

hello, Ive already have my visa as payment method and already deducted 2$ to confirm the card (already confirmed) but when im sending money it shows add payment method and when i add my visa again it says we added a new payment method you cant use it now 

Then i tried to remove my card it says error
