Please, somebody assist

I've got funds in my account but can't use it because I can't successfully load proof of address. Also can't seem to get to communicate with PayPal using their stupid pre-selected questions

Proof of address
These documents must be dated within the last 3 months to be considered acceptable:

• Current utility bill dated within the last 3 months
• Bank, credit card, or financial statement
• Cell phone bill
