PayPal: Internal Error

Whenever I try to login, I get this message - "PayPal: Internal Error. We are not able to process your request. Please try again later." This happens whenever I try to navigate to the summary page. I'm able to go to other links such as activity, wallet, help..etc but not the summary page because of the above error. I tried clearing cache and cookies but it doesn't help. This happens in all my devices so I don't think this is a cache problem. Any idea what causes this issue and how to get it resolved?
