Just in case others suspect there is a need to have a mobile telephone associated with your Paypal account it seems you do NOT. Hopefully there never will be. Not sure what they are talking about when referring to European regulations as the UK is no longer a member of that organsiation. I wonder if it is just another of those attempts by big tech to collect more personal information in their interests that is not necessary.
