New Password Prompt

I am constantly being prompted to create a new password, almost every single time I try to log in to PayPal. I've changed my password at least 10 times in the past few months. Has anyone had this problem and were you able to resolve it? How did you get it resolved? I can't get through to anyone on the phone. The "PayPal Assistant" messaging is worthless.
