Login problems

Hi. 

I 'm asking on behalf of my husband who is very severely disabled. He hasn't used PayPal for about 8 years. He's now received an email telling him his account is inactive and he'll be charged about £9 per month. He can avoid this charge if he logs in. Every time I try to login on his behalf I'm told I need to verify login by entering a code on the phone - problem arises because we no longer have that phone number.  I can't get past the login screen, can't find a UK phone number (I'm damned if I'm going to call the US) no apparent way to contact via email or Text message. What do I do?
