Locked out of my account, can't change phone number for security test

In order to log in to Paypal I first have to pass a security test. The security test means they send a code to my mobile phone. However, I am currently abroad for a few months: therefore, the code is not arriving to my phone, because my phone number does not include the international phone code prefix. There is no way I can get in to my account to change the phone number, and no other option to pass the security test. It's really annoying. Can anyone help?
