Did it really not occur to anyone at PayPal that rather than just arbitrarily locking people out of developer access accounts it might have been an idea to send them an email and ask them to log in and provide a phone number? After all SCA has hardly just dropped out of the sky without warning.

They did, the message telling you to update / check your phone number ready for this new policy has been on my account (UK) for weeks prior to having to log in that way.

Thankfully I don't use PayPal very often. Maybe an email? Or is that too much to ask?

Guess they think folks will actually read messages in their paypal accounts.
I always log into legal financial accounts at least once a week to check for messages or any issues.
