Is there a way to link contacts from my phone to my PayPal account?

I appreciate that you brought this to our attention, in order to assist you with your concern, you may want to check out these steps:

How do I add, edit or remove an email address from my PayPal contact list or address book? You can add, edit or delete contacts from your PayPal address book at any time.

Here's how:

1. Click Send & Request.
2. Click the More tab at the top of the page.
3. Under "Create an invoice," click Get Started.
4. From the "Settings" drop-down menu, select Address book.
5. Select a contact, then click Edit or Delete contact.
6. Click Add new contact to add a new one.

Once you've added a new contact to your address book, they'll appear at the bottom of the page when you send or request money. Click their contact icon to automatically access their information when sending or requesting money.
