Change primary to secondary user

We're a non-profit. For almost 4 months, I've been trying to change the primary account user (me) to the secondary account user, and have the secondary account user become the primary account user.  I've uploaded the required 3 documents (photo id, SSN, letterhead) for the secondary account user 4 times, but PayPal never responds.  Multiple chat messaging sessions have sent me boilerplate instructions repeating how to upload the documentation, or assurances that PayPal will respond, or gives me a defunct customer service phone #, or today says it can't be done.  Isn't there a mechanism e.g., if I died?

Hi SDRP,

Changing the name of the primary user is not an option because primary user cannot be change. You can close the existing account and create a brand new one and use the preffered user.
