I can't use my account

I have used Paypal in the past before with no problem. However, the last payment that came through has not been automatically connected to my debit card as per usual. I was asked to submit documents after several attempts to explain to Paypal that this thing has always worked. Apparently, I had to change my name because my name on here is different to the name on the card. Trying to submit these files and keep getting an error message (and the files are under 2mb). I can't close off this account to start fresh because there's money on it. So what now!
