I am not receiving SMS confirmation code and I am locked out from account

Hey there, My wife logged in to her Paypal account today and she was asked for confirmation code. However, she is not receiving any code and there is no other option such as via email. She filled an online form asking to send passport and other info to get access to her account but we haven’t heard anything back! Are there any suggestions on what to do?
