How do I access my debit card from an locked PayPal account?

Hello to those of you who have found my post! I am Ethan a recent college graduate and also turned 18 on the 26th of May. The problem I am dealing with is back when I was 17 I made a Paypal and got it restricted due to being under 18 and not being able to use Paypal because I was not a legal Adult at the time but since I have the message "You can't use PayPal anymore" (Reference ID: PP-009-095-876-526) my debit card is locked onto this account and I cannot take my debit card off of this account. I am now a legal adult and I am able to use PayPal but how do I get my Debit Card off of the locked account?

Eventually when you are able to reach customer service reps for assistance, you'll have to ask them to set up a new PayPal account for you instead of opening one up on your own as the system can cross-reference to the limited account and risk it being limited as well.

 

PayPal does this to block those who have violated user agreement from opening new accounts.

 

Right now customer service is limited due to coronavirus so its an uphill battle to get in contact with PayPal as guest caller to refer to this old limited account and request a new account opened or remove a card.

 

Or you can open a case with bbb.org under PayPal San Jose, CA to get PayPal Office of Executive Escalations for assistance.
