Family memebr not able to access his acct

Hello,

 My brother in law no longer has his email or phone number that was originallly linked to his Pay Pal Account.  I tried calling but it reads my phone for my acct and seem to offer no solutions and of course with Covid they are not taking calls it seems.  How can my brother in law get to his acct with out having any of the criteria he needs to try and recover  it, outside of his name and what ever personal info they have on file?

Contact options for Paypal are accessed by clicking help/contact bottom left of Paypal pages...

1. Paypal phones are slowly re-opening and increasing in numbers (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, during business hours you may also be able to message whilst logged out.

4. Have you considered contacting Customer Service via Facebook or Twitter?
