Closing an account

Hello Community,

I am looking to close my account in order to change the country on my account as I understand this is what I have to do.

However, I have very small amount of money in my account (USD 3.90) and I am not allowed to move it. How do I manage to close the account?

Unable to get hold of the customer service either on phone or message chat.
