The main reasons why you may be unable to remove the financial information and close the account are if there is a limitation on the PayPal account or if there is a pending payment. Please check the Resolution Centre to see if there is a limitation on the account. If there is, this will need to be resolved first. If there is no limitation on the account please review the account activity to check that all of your recent payments have successfully completed.
