Changed phone number - not possible to login to account

Dear All,

I would like to ask for help. I was using Paypal 10 years ago. At that time I set up phone number and back up questions.

Since that time I changed phone number and when I am trying to log in to account, except for password there is phone/sms verification.

As I changed phone number, I am not able to log in, and back up questions did not help (special letter in our alphabeth).

SO, how to log in in case I know only password and have acceess to back-up mail?
