Cannot log in due to old phone as verification request - no tricks and tips work

When I try to log in to my account it wants me to verify/authenticate it by sending a text or calling, however, it is an old phone I no longer have. To message PayPal you have to log in, which is of course the original problem. There are tips and tricks out there saying to change your password multiple times, try different browsers etc. - none of them have worked for me. Ringing their help line does not work. Messaging them on twitter and facebook also did not help. I do not know what else I could possibly do. HELP PLEASE, this is so exhausting.
